There is an official post stating that APB is fully operational again, we are still working tirelessly to get Fallen Earth back up and running for you all as soon as possible. Routing issues have always been a pain. Reminds me of the time I accidentally locked myself out, while setting up VPN on about a dozen devices and had to get a hold of the ISP to unblock me from their side. That was fun lol...
