Quality configs (aka changes in the APBCompat file) are linked to the ingame presets, check that you're using the correct one. Usually that's on the minimal preset

On the account settings page disable and re-enable tokenize

It might not specifically be your hardware but it could still be related to your hardware, if only that series CPU has the issue for example

Where are you trying to connect from, this sounds like a blocked route so more details as to location, ISP, ... could be helpful to try and get this resolved fully
