обратитесь к своему интернет провайдеру, опишите ситуацию, игра плохое соединение, нужен альтернативный маршрут к серверу по такому адресу IP, администратор обязан найти лучший маршрут для соединения и привязать его к вашему оборудованию или айпи если статик. (по пути к серверу какое то оборудование, мост, имеет проблему, ваш инет провайдер обязан связаться ответсвенных за это оборудование и запросить устраниение неполадки, так оно робит). если на Цитаделе, win+r вставляеш tracert 173.195.41.254 ждеш пока закончит, если слишком большой пинг или один из мостов не отвечает - звони провайдеру и говори этот айпи что нужно лучше соединение.
