You'd be surprised how many non-potato-pc players do this to their game, when their game runs absolutely fine on the highest settings.

4:3 makes it easier to aim for some people, due to the models being wider than on 16:9 or other modern aspect ratios.

i can hit 100fps easily, but the game is terrible at consistent frame rates, and always has been

id run at these settings myself if i didn’t customize so frequently, just to have the game run like a game that came out a decade ago should

This seems pretty alright, depending on the hitbox size of your car, so it's not something you do accidentally when trying to shoot at something else.
