The game is like not the same without it; I enjoy deeply raging, crying, spamming music, and like talking my shit on the mic. Considering how it doesn't work and even may cause some input lag and stuttering for some people when activated, then it'd be a better idea to rather remove it completely. Vivox has never been good, for many more reasons than simply just having garbage performance/quality in general. Post UE4, could integrate Discord rich presence so we don't even need the extra client weight of the game's VoIP at all. It would require serious dev time, and they'd likely have to flex their research muscles to learn new stuff about how VoIP services work. It'd be worth it in the long term.
