It's called a BotNet. It can be as few as ten connections, and as massive as tens of thousands. It's a pretty standard DDoS method of attacking. https://en.m.wikipedia.org/wiki/Botnet This is one of the reasons they can't trace it. You might even be apart of it, and not know it.

I see no reason for people to copy a symbol over and over, unless for resell. As it stands, you can use the same symbol multiple times and messed over.
