These people then get reported and banned, similarly to how its handled in other games in the genre (Fortnite, for example).

Doesn't matter. Any progression is better than no progression at all, which means it's a win for us regardless.

Considering we just want the districts to pop, them coming in does nothing but help us. If they wanted to ruin it, they'd have to stay out... at which point it doesn't affect us anyways, negating their intent.

Alternatively. They could locate the cause of the lag issue, fix it, and then negate that entire concern. This is known as a "bug fix" and used to be common practice in the gaming industry.

Only weapon I have an issue with is the HVR, and even then it's only because it still does 850 damage despite the community pointing this out as a problem for going on a decade now.

From a strictly statistical and big picture standpoint, the heavy Vegas is the strongest car in the game. Its 4x4 variant is a close second, just barely being beaten out by it. The Pioneer sits in third, with Fresno in a solid fourth and the Espacio a long-trailing fifth. The whole balance scale then drops off a cliff because everything else is just so much weaker than these. If they ever rebalance vehicles, all the weaker vehicles should be buffed. Both variants of the Vegas are an absolute joy to drive, all other cars should be balanced to this level so that every vehicle feels great like they do. The only vehicles that should be considered for nerfing are the Pioneer and Fresno (and to a lesser extent the Espacio), and that's only because they're just so insanely tanky while also being relatively fast.

Good plan, especially considering Jericho doesn't have anywhere near enough playerbase to support that.

Server-side, and therefore can't be cheated.

Cheating of this type has never really been Jericho's problem historically anyways, dethreating is a much more rampant issue that still isn't being addressed to this day.

Honestly, they should just give Jericho players who participated at all the skin as a consolation for the troubles. It's not like it's some unknown that Jericho has no playerbase even during peak hours, it's absurd that they locked the skin behind such a huge grind with the implied expectation that RIOT would be super active all day long.

Don't fuck it up. You have a chance to swing this for potentially major improvement of the game's overall state, but if you just replace one anti-consumer / predatory piece of shit with another then you'll find it come right back around across your face. The correct choice, between those two.

What HVR fixes? Little Orbit doesn't have the balls to fix the gun, just as Gamersfirst/Reloaded didn't before them.

That's honestly the biggest problem I'm having with the mode currently. Knowing I won't be able to get the skin because there's simply not enough consistency in match spawns, it really demotivates me to even bother...

Are shotguns still using the system where most of the damage is frontloaded into the first pellet hit, and then curves down across subsequent hits? I'd love to have back their version of Improved Rifling that reduced fire rate. It was absolutely perfect on almost every gun, with only a couple outliers that honestly could've been adjusted separately.
