As much as I can understand that this is frustrating to have to deal with, though a restart of the game fixes it (from what I've heard). What did you do before/as this happened? Any details you can give might make it possible for other players to try and replicate it. Once there are replication steps, it should be easier to fix.

Perhaps this doesn't happen often on NA, but on EU when a GM joins a full district, you can see the district pop go to 41 enfs 40 crims. So I think that's already being done.

The Vegas 4x4 G24 costs 10k JT, I'll leave the money out of it for now since you'll make plenty doing fightclub. If you're a max rank, you can get that all done in 7 weeks though that will take a lot of dedication. Per day you can get: 25+25+25+20+20 = 115 JT On top of that you can get the weekly maximum amount in both fight clubs: 2x (50+150+200) = 800 JT If we combine that all you can get up to 1605 JT (7x115 + 800). Taking those 1605 JT/week and doing that for 7 weeks = 11235 JT Now let's make the same calculations as a R9: Daily activities: 10 JT/day Fight club/week: 800 JT Total per week: 870 JT (This doesn't take into account the other daily activities you'll be able to do as well from the other contacts as you're progressing through them.) So then it would take you 12 weeks to complete your 'farming' for the 4x4 4-slot.

You can lease quite a few weapons from the Joker Store as well, not all of them though

So only on the account that is linked to your steam account will you be able to buy G1C using the money on your steam wallet. Also be sure to open the Armas Marketplace from one of the in-game buttons/links, don't just open the website in the steambrowser and then login to your account.

I'm still waiting to see the new blog linked on the old one. The people that just check the blog every once in a while might think the game died, since there were no more new posts since september and there was no mention of the blog moving on the actual blog.

You can still achieve it all by yourself if that's the thing you're going for. If you're going for just the rewards of said achievement then it doesn't really matter much how you do it.

Next time you have this issue, could you try turning the HUD markers Show/Hide settings in Gameplay off and on again, but I've also never seen anything like this

When did this first start to occur? (maybe walking back through all the things you did back then might make you think of what the issue is) Do you have anything else plugged in to the computer that is not being used, like controllers or other external devices (that's been known to cause the 'D3DERR_DEVICELOST' error in other games)? I've never had this issue myself, so I'm mainly just guessing at this point. But from what I'm reading online, this might be an issue related to USB selective suspend. You could try disabling that here: You can get to those setting from Settings > System > Power & sleep > Additional power settings > Change plan settings > Change advanced powerplan settings
