From my experience, reporting someone for griefing to LO, won't get you any results, even if you provide video evidence. But that's just my experience.

If you know that the person in question was speedhacking, have you reported him?

If you have seen him cheating, use the in-game /report function. Ban wave doesn't mean that they detected all cheaters. Unfortunately, the mission table doesn't prove anything, for everything we know he might just found someone AFK and keep killing him.

2FA codes are time sensitive. Make sure your device is time synced.

I know that my answer won't help you at all, but I suggest that when you finally get support to disable your 2FA, when you enable it back (and you should enable it back), do it through Authy instead of Google Authenticator.

Banning is not the solution. They reroll in a couple of minutes. Making cheats not able to work, is.

Fairfight was not working as expected for APB and was correct to be disabled. Little Orbit is making their own tools to catch cheaters server-side. Right now Little Orbit is focusing to disable each new cheat that comes out. For that to work, sometimes it's needed to let cheaters feel undetected for a while.
