Monetary reasons, it's far more expensive to actually figure out who is behind the attacks, and near impossible unless they make a stupid mistake, most CNC servers are hosted off-shore on Ukrainian/Russian server hosting companies who don't care about legal problems and won't hand over server logs because they're not required to (usually), it'd also take far longer to figure out who is behind the attacks and prosecute them than just waiting them out.TL;DR Money and time. Because (getting tired of explaining it, so here goes the short version) it is close to impossible to identify exactly who initiated a dDoS attack.
