I mean its still dumb idea a new player would have to stumble across this information somewhere on the forums since its clearly never said/seen in game. Also why choose 10m? is it actually exactly 10m? is it 10m from the gun barrel or from the player model or from the player camera? Its just not intuitive.

That doesn't make sense in a game with hit-scan weapons why even have the crosshair bloom if its not going to accurately represent(past 10m you know where a large portion of game is played) where the 'bullets' land

apb has never been properly managed even when rtw had it

clearly you've never played call of duty warzone... voip phone numbers are free and if it requires non-voip number you can get cheap pre-paid sim cards or even pay one of the many people offering a 2fa service for like $2 per number.

Accounts were transferred from old forums to new I would know I was in the closed beta forum which were locked/removed when game went into live state mostly to avoid people seeing closed beta testers saying the game shouldn't go live yet cuz game was still broken/buggy.

I've said this since fairfight was introduced have a good client side anti-cheat(EAC/BE[or even both like fortnite]) plus heuristic or even ai/machine learning and if you tack-on a system like csgo's overwatch(currently not possible with apb since apb's spectating mode isn't great) than you'd have a perfect anti-cheat solution wouldn't even really need moderators.
