You are not entitled to a compensation, Innova shut the game down and G1/LO were never obliged to restore its service. Take what has been given to you out of LO's kindness and stop complaining.

It's mostly the netcode, but let's not forget that there are ddos attacks sometimes and the mitigation of them also heavily impacts the gameplay.

You're not facing actual decent premades then. I can tell you from experience that Spotter + Ammo box consumable is the best combination of character modifications. Oh, and a team stacking this setup is even more powerful.

EU's meta is stacking Spotter (at higher play, I guess), which is way better than stacking Blowtorch. But yes, both are unbalanced and should be looked at.

I have to agree with the fact that the gunplay is getting a bit boring, and to be honest, most people don't even stick to APB because of this exact issue. For us veteran players, the gunplay, vehicle mechanics, etc, feel natural but to most people trying out the game they just feel cheap and poorly executed. I honestly have no clue how LO could fix this but, to me, this is also one of things that are holding the game back.

Maybe the Blowtorch could still fix the vehicle but at a lower %, the more damage it takes per second while also taking in to account the amount of people currently repairing the same vehicle? I worry that the Blowtorch would be even more underused since Spotter is still the best character mod by far since there's no punishment for using it paired with the consumable ammo box. So, until they fix Spotter, I don't think they should touch this at all.

This happens randomly and most of the times it only blooms once and not the exaggerated amount it did in this video. This started happening when I got a 144hz monitor a couple days ago but I'm not sure if there's a correlation between hitting 145 fps and this being more easily reproduced. Also, no, my mouse isn't broken, I've checked.

Did you try downloading the game without IObit software running? I wouldn't trust any software made by that company.

APB is going to run as a 64bit executable, having 4GB ram probably won't even let you run the game.

AMD CPUs aren't that good in single core performance compared to Intel. This game runs on a single core right now, not sure how it's going to be with 3.5 though, so just be aware. AMD Threadripper CPUs are good though.

You have vsync and/or smooth framerate turned on. Just disable both.
