The only reason you are seeing the JG more is because it is free, and the CSG isnt. As far as which is better at range, thats not really up for debate Im afraid.

Maybe @Lixil can clarify, but I think all GMs can kick. Volunteer GMs just cant take any permanent action, was my understanding.

They do. Lixil vets every volunteer, and afaik trains them as well. If you ever have an issue with a GM you can contact Lixil and I assure you she will take the issue very seriously.
