The difficulty is finding a balance where the suit can be useful without being too useful. Imagine bribing the driver in the last round only to disappear into the gas, spamming hazmat suits until the round is over. Part of the mode is paying attention to which blocks are closing, and trying to keep yourself from being in a position to be trapped by the gas, spawn or not.

You need the device codes to arm the riot devices. Riot devices, once activated, close down blocks. Final block spawns escape vehicle. Team that offers the biggest bribe to the driver, or the last team alive, wins. That's more or less it. Save up money to unlock your personal primary or secondary weapon. Save up money to buy extra lives. But keep in mind the more you spend during the match the less you will have to bribe the driver at the end.

If you've played APB for any length of time you should know by now how poorly optimized the game is, and how even on newer rigs the game can run like garbage.
