Without experienced gms (they are just volunteers lmao) patroling the streets to efficiently take down the rage/obvious ones this will be hard. People already gave examples like gta v(im sorry to name this game), where kids access to heavier stuff compared to apb... they are just making excuses to not deal with it since they have no experience.
