We have a few missing instances on NA-West and are working on getting those available as soon as possible. The downtime on those instances should be less than an hour. Don't make an idiot of me... I play this game 7 years. I know how to enter the districts. Im trying to connect district (not full) and the game starts to connect. Not sure what issues you're running into, they could be more local or to do with your ISP/the route but this is what I'm seeing. It's loading in just fine.
