Kewlin 692 Posted April 4, 2019 Since nobody mentioned, to get to Birth or Templeton you have to max out most of the contacts in the game, so in other words if you have to ask how you unlock the OSCAR you probably aren't getting it any time soon. . . RIP. Yes, they're the very last waterfront contact. Birth is Criminal, Templeton is Enforcer. To get to these contacts you have to max out every contact before(and including) Justin Teng and Orlenz Moretti for enforcers, Arlon Benjamin and Michael Simeone for criminal.
