It is ruining the game at this point please do something already... This guys has been playing in autumn event and fight club for so long I don't know how he is still there he is snaping from people to people and going on insane killstreaks. I encourage you to attach some sort of evidence to your ticket - as users stated above recording the behavior could be a solution.
