how do people get to know which gun have been buffed or nerfed?

You can use https://db.apbvault.net/ for up to date stats.
As far as how they got to that point, well you kind of would have had to be following all the patches up to til now.

You feel the slight change after playing apb for a good time.

For example when they ninja nerfed the low yields travel arc, i found myself not landing them at long distance like before.
