Many people manually did some config changes to reduce quality of certain aspects and increase performance (myself included). Basically reducing the quality of the game lower than in game settings menu allowed. And then came the shaders and configs to assist gameplay, which is a whole different story. Config modification is totally allowed. But when it comes to modification of game itself? Well... it's easy backdoor for wallhackers. So sorry. Although my game would use that FPS boost...
