There's a way to make themes longer via some glitch, though no idea how it is done.

first we need the option to disable themes! after that i don't care how long the themes are. i will no longer hear them anyway.

No.  If you lengthen the theme to be significantly longer than it already is, it would interfere with the audio of game play.  

 

If I'm going to hunt criminals in San Paro, I need to be able to hear their panicked footsteps and the rapid beating of their hearts....  Not some annoying montage.
