it takes like 10-20 minutes per gun to achieve a macro that eliminates recoil at the optimal rof, muscle memory doesnt develop that fast, especially across the 25+ individual weapons
and then it never has to be thought about again, which probably also helps with aiming since it frees up some of the limited brain cells a dedicated macro user has
i think people vastly overestimate the amount of macroers (just like they do cheaters) but saying a macro gives a smaller advantage so who cares is a super dumb take

Fun fact, the fastest recorded human reaction time is 101ms, just 22ms faster than the difference CJ3 makes. The average reaction time of a human being is around 260ms.
reaction times are irrelevant here because you arent reacting to the next shot, youre predicting it, consciously or unconsciously
thats why such a small time discrepancy is so easily noticeable during actual play

Other than waiting for an event or forever grinding FC for jt store. How about as criminal or enforcer when u level up the first faction to half way u get a character perm. Star 556 2 slot and 3 days premium code activateable whenever in redeem code armas and then when u lvl up the 2nd faction to half way u get an nfa-9 barrakuda character perm. ( the mag cap 1) and the three days premium again aforementioned. This'll ensure the tutorial/ new persons stick around after the one hour they spend online getting rekt by golds before leaving. Ensure them something in deciding/starting the 50+ hours grind. And premium might not always be here so this ensures they have access and if they decide to buy, get a lowered price in armas.
an extra star and an nfa arent going to ensure anyone sticks around

Hear me out what if nobody is actually cheating? What if I told you a small portion of good players are actually good? What if I told you a portion of players that play as if walking God's were in fact actually highly intelligent AI that are set in a patterned Algorithm just simply to keep you engaged? They can hold a conversation even antagonize you yet they are not human beings at all and instead are totally N.P.C.'s.
(I mean some of these so called players play in such a way they are poorly written bots with highly skilled aim and trigger abilities.)

That is exactly why you'd choose the PR2 over the PR1.
In general:
The PR1 will be a better purchase for Enforcer players. This is due to the DMR technically being the LTL sniper rifle, which only Enforcers can make use of. It requires a couple conditionals to be capable of stunning a target on its own, but that doesn't really matter much as you are primarily going to be softening targets for your LTL-using teammates.
The PR2 will be a better purchase for Criminal players. It maximizes the anti-vehicle capability of the weapon, which is pretty much the only reason a Criminal player would bring it out. If they're sniping players, they'll just use the HVR. It can't instagib someone at 88m+ like the DMR can, but it can still 2-shot even at point blank range unlike the DMR which takes 3 shots out to 87m.
i disagree with some of your dmr av opinions but im just here to point out that you said the pr1 was objectively better and then pointed out two situations where its not objectively better, one of which is the entire reason behind the guns existence

sounds awful tbh, why would you punish players for playing better?
you haven't outlined any sort of cap, does the game just get harder and harder until a player simply can't do anything but lose?

theres really only one gun intended to be an entry level weapon for new players and its already in the "not even close" situation youve described - holding back better balance to preserve the performance of the "new player gun" instead of just changing which gun new players receive is backwards logic
