From what I could find it's due to an incorrect shutdown of the game and as a result EAC thinks it's still supposed to be running when you're relaunching it. 

How did you last close the game?

Whenever I shut down my computer with APB opened, it tells me that, it's fine I believe

yes it is, don't u see the "EAC" bar loading when you're launching the game? exactly the same bar u get when launching apex legends.

How did you last close the game?

I did google it.

But with APB everything is "as it should be" until it's not really.

I closed game normally. Via exit APB button.

I just don't want it to find it as justification for some ban. Punkbuster did that shit with badly installed PB in some games I played (which self-installed and self-updated itself wrongly... so who is to blame here?) and banned people, in more extreme cases... even permantely.

Well sometimes when I close apb the normal way its still actually running in the background with like 20% usage on my cpu
