Question For LO_Beasite, Or Any One Who Knows What These Values Do

So I was browsing https://db.apbvault.net (a great website btw if you want to look at the stats of your favourite gun), randomly looking at weapon stats when I noticed the following stats https://imgur.com/a/rCCpeYh

I was wondering what each of these stats do and how i.e. the lower the Recovery Delay, the sooner the weapon starts recovering accuracy (if that is even correct)

Per shot modifier is how much it will bloom on that shot.
Shot modifier cap is what point it will reach max bloom.
Recovery Delay is how long after a shot it will start to lower bloom.
And lastly is how fast the bloom recovery is.

Secondary question, what units are these values in, and what's the formula to factor them against the 10m radius value? addition, multiply, what?

I've tried figuring it out and come out of it confused on half the stats honestly.
