Everyone allways says "bla racing district bla blub Midtown" but they never ask Hmm What would they fill an entire map with? 
2 unreleased contacts are not gonna fill From what i've seen Is a Even Closer quarters Financial map.

There are alot of "dummy" clothing items and weapons mods cars (Mirage which was the 2nd car planned after IO Growl)
1 day i'll compile a list and Set it up as a proper concept art piece Because 2 contacts alone Have barely enough content to survive 20 levels (to match up with the current 20 only 1 side has for each faction gkings/bloodroses Praetorians/prentissTigers)

Each contact needs unique items (tommy gun flare gun lvl 195 mod's etc)

can't just "release" a map or even develop a map without everything that makes a map playable (or it could just be fightclub A map that has 1 invisible contact giving you missions like baylan.)

Perhaps some time in the distant future, LO could consider doing a large content update focused on expanding the story line and lore. This would allow for potentially multiple new contacts. They'd still need to get creative when it comes to adding new unlockables however.

They could temporally move some contacts to a different district to fill it in some.
Having that many in two districts always seemed like  a stretch to me.
Who wouldn't notice their enemy faction right down the street?
That's why this came to mind.

Maybe they could update that a bit instead of just being a Half Brick with a Nokia skin.  They could make it look like a Galaxy Note 7 and make it an incendiary grenade :3
