Welcome to low populated game where overall 50 players play missions in 3-5 districts simultaneously. Meaning at district you play on you got 14-15 players who are constantly k... or who are not in missions or who are not just driving around or afking. Why are you surprised? It's probably the same bug that lets you call in disconnected teammates by using /dnd, except that step isn't required because they're not in your group. It happens that it becomes not interesting to play because of the obvious, stupid cheating of the players of both teams. In all these cases, I ask the leader to kick me. That's damn REASONABLE. About half the time, they start throwing mud at me, or they don't pay attention, and then they defiantly kick me in the last seconds. The problem you describe makes me smile, because it's absurd and ridiculous. Little Orbit is very good at making nonsense. All the parts of the game that have been corrected become absurd.
