Kevlar 3 is severely underpowered, I agree it should be buffed, or like you said add a Kevlar 4. I also think your version of Kevlar 4 would be good for the game, the only additional downside I think should be added to further balance would be a debuff of "+20% Car Door Opening". I feel like it would be much more nice of an experience to remove the effect of slowing the player from moving locations, and instead SLOW the player whilst they are AIMING by 99% like a hefty anti-MobilitySling (maybe even an 'COD-ADS' delay). This adds counterplay, isn't too frustrating to use and also allows peaking in-and-out of gunfire to 'wittle down' the kevlar user due to their high regeneration delay.
