What are those empty spawn locations for?

in waterfront, theres two spawn locations with no contacts, are they just like party areas or something?image.png?ex=6536b37f&is=65243e7f&hm=0c7image.png?ex=6536b3cf&is=65243ecf&hm=4f6

these used to be contact locations, g1 shuffled the contacts around when they moved some to asylum

i think another partial reason britney bloodrose moved was because there was/is a persistent bug that prevented witnessing criminals in that top area of waterfront

Simon Tran (The enforcer one) was also removed since that contact never had missions assigned to the contact meaning that if all enforcers in a group were pledged to it they would guarantee themselves ONLY Defense missions.

Both factions had one of those, and both were in Waterfront. Criminal one was in the big parking garage in the center of the map, while the Enforcer one was in the far end of the map in that one corner building. Their contact stronghold stuff is all still there in both places, too (the Joker vending machines, various crates, electronic equipment, etc).

Actually not a bug, if you read the lore of the game - that area was deemed to criminals to be 'safe' for illegal activity, thus witnessing disabled there.
