As well if more or less of the population use configs

trainees, greens, bronzes and silvers should play in bronze district. Golds should play in gold district (and remove silver district).

 

in a perfect world there should be only 2 districts: silver and gold.

 

trainees, greens, bronzes and silvers should play in silver district, golds in gold district.
