As of right now only way to get the wheel kits for one of the main vehicles you get in apb (early on before you join the vegas 4x4 meta) that doesn't have a wheel kit

and Shooting someone with Tear Gas Bean Bags in the face and Tazer shots don't kill you in the face or unmentionables.
