Roxl 120 Posted November 4, 2018 I thought those slots unlocked after completing a certain rank from a contact. For the 3rd mod slot, it was Rank 3 from Byron Bloodrose (Criminal) or Grissom (Enforcer) Share this post Link to post Share on other sites

Frosi 722 Posted November 5, 2018 What Kevkof said, you need to progress through both contacts that award the first character modification which is Clotting Agent 1 from Shift on Financial at contact level 3 and Kevlar 1 from Byron Bloodrose on Waterfront at contact level 3.
