OTW Rank?

Today I was testing on the OTW Baylan server, and I asked where I could get the armour plating mod for my cars (been wanting to test dmg values) and I was told to request 255 rank so I could get them. I have no idea if this is possible or weither I'm in the wrong place to be asking this. Just thought I may as well try even if I can't get 255 rank.

There was a thread a week ago that you could request the rank in, I'm not sure if you can still get the boost in rank. You can try messaging one of the gm's.. but I'm not sure if that is prudent or appropriate.
