If you can do with just the base car models without any customization on them you can rip them straight from the game's files with UModel. After doing a fresh APB install and doing some testing: Deleting unnecessary (district-specific) compat files + replacing certain audio packages with blank files + 'removing' a lot of audio files + always sprint edit + different killfeed / misson description edits (via localization) all seem to work fine under BattleEye. Oh yea, it works just fine. There's just 2 issues: 1. they are most likely not banning instantly since it's new and all. They are most likely monitoring flags. 2. they might make changes later on, that could pick these edits. a bit paranoid, sure, but just be aware it could be possible. Yup, pretty much everything is on there other than post 2011 content. Plus the original model for the Vegas is there from before G1 broke it apart to add the Rhino kit to make roofs and fenders swappable parts.
