IF i recall correctly, last time they did option 2 or 3, they almost killed the game, the dethreaters instead of playing in gold district, just left, and we dont have a healthy enough population to just afford losing them.
i do recall that they did option 2 at some point.
so option 0: rework the matchmaking / threat system.
bonus point: they do have to rework the threat system at least. there are lots of low golds saying "im no gold" - thats because the skill gap between a low gold and a high gold is the same skillgap between a 1st day bronze and that low gold, with a NHVR and a yukon. so, they are "too good to be a silver, too bad for be a gold" thus they end up joining silver districts / dethreating (not all low golds).
i would like to call an APB historian to corroborate tho-

When I was in college and I took Life Drawing classes with nude Models, we students learned real quick the difference between Art and Pornography. But whatever. The problem with peoples' "artistic expression" isn't that they can do it. The problem is we can't turn it off.
No one wants to stifle anyone else's expression, regardless of how distasteful we think it is (and who cares if you don't like our opinion of it.) But it's not like we can walk around in Social or any other district and not see these things.
The solution to this would be to allow for the creator to peg the work as "Adult 18+" or something compliant with that standard, and have it referenced to another user's In-Game Option for allowing or not allowing such content material to be rendered in-game. We have a Chat Filter for the same purposes. Some people don't want to read others' profanity. So they just turn the filter On, and problem solved. There needs to be something like that for Symbol and even Character Outfits.
It's just a box you mark for each Symbol and each Outfit slot. If you check the box, the game automatically flags the content as "Adult 18+" When someone else, me for instance, who has their In-Game Option Filter turned on, what we see will be a blank white space for Symbols and a default character render for Outfits (similar to the one we see when we load up the game.)
Problem solved.
i do agree, i also think we could do something better than just "+18 ", you know... like allowing us to choose who's ear-raping kill theme(not necesarily an "adult" thing) we dont want to hear?

if you're talking about blocking brazilian IPs, normally you dont check all the time from where the IP is, so you locate the exact moment they check, and use a VPN to bypass the check

In the US servers there's not too much non-english discussion anyway, and if is, it's mostly either in spanish/portugese or russian.
On EU we got russian, french, german, polish, turkish, spanish, portugese, italian, swedish, norweigan, danish, estonian, lithuanian, finnish, latvian, hungarian... and many other! (It's a really long list. A smörgåsbord of languages.) And while I'm sometimes little bit annoyed that I don't understand what people say in /d, that's how it's really going to be in any game, unless you start requiring language tests before allowing people to join and enforce non-english policy strictly (which would hurt the population quite a lot).

considering you can store a full sized light machinegun, a machinepistol with silencer, 1 to 3 grenades, handcuffs, paint sprayers, a battering ram, a car opening... stick, a box full of ammo and weapons, and your own choise between explosive charges, another ammo and weapon box, a boom box, another weapon in a gift box, or medical sprays in your briefs, i'd say there is plenty of space down there.

i remember that, in SA:MP (san andreas multiplayer) if you needed to stop a car, you could just drive in front of him. in your computer, you would be just driving in front of him. on his computer, thanks to the latency, your car would be hitting his at full force with no recoil. that "no recoil" part would multiply the force of the impact by-a-lot. imagine a truck, going at a sport car's maximun speed, hitting a car on the side, thats the force we're talking about. doing something like that, i once made a player fly over those palm trees(ok... not THOSE palm tress, but palm trees like that, a little more north from those).

unless you want to practice aiming, do mission districts over fightclub, you see, there is a lot more than just aiming + shooting in these games, you need to know how to position yourself, be aware of your surroundings, you need the map knowledge
my recommendation? every time you die, ask yourself why, what did go wrong, what else you could have done, did you shoot without cover? did you rushed in alone vs 3 enemies?

The question is : Can we troubleshoot on our end to verify if the stability of the server is stable for us individually? If not is there a way of verifying this somehow through support & if yes what do we have to share with you to simplify the ticket.
3. Could we have more details on our latency that would be relevant to some usual issues that peoples are having?
* I remember that /fpsdetails was disabled due to the fact that the devs didn't see any benefit.* Correct me if i'm wrong but i think we also had /latencytest. I can't remember especially what the usage of it was in the beginning but i think that we possess the tools but they are just either disabled or useless for now.

at some point (when jericho came to life), they gave us jericho's IP to check the ping
if there really is a problem on your end, may be you can do a tracert to check it? (for those who dont know, tracert will show you the "road" your packages take from your computer to apb servers, and how much time it takes them to reach every router, or "hop")

Crouching doesn't "need to be looked at" or "nerfed" or whatever this crazy nonsense is.
This is a lag problem and an exploit used to create the problem. Fix the exploit--don't hide it behind some over-designed mechanic as ridiculous as "Crouch Endurance" or some special Recoil for Crouching.

now, for everyone: i think OP wants to solve this thing: a NHVR aiming sight, standing up, shooting and crouching back again in less than half a second, taking away 85HP without allowing you to retaliate at all.
i like OP's idea, i dont really think it would affect that much any other gun (assault rifles and semi-auto rifles will feel sightly diferent, but those are all about bloom recovery anyways. SMGs,shotguns and carabines operates always at full movement bloom unless there is someone out there aiming down sights and semi-autoing a OCA... probably a bronze. i guess the only 2 weapons that would really be nerf'd by the change are the NHVR and (comically) the alig.

edit: oh, why i still play apb? because i see no other game to fill my niches as apb does:
- 3rd person multiplayer shooter: check
- with lean mechanics instead of all the ridiculous "back on the wall" cover system that gives your enemies all the chances they need to put 7 bullets in your back beafore you turn aaaaaaaaaaaaalll the way arround: check
- great costumization: check
- social stuff(social district counts): check
- not p2w or "player with 2000 hours have a really big advantage over the new char": check
- no RPG mechanic like grinding bosses to get pieces of a build to finally use it in PVP and/or TTKs and hipfire accuracy so ridiculously high that makes gunfights into chickendances that lasts for several minutes and takes the players in anime fights for a whole block: check (sorry, i got flashbacks of the division for a moment)
- open map that allows you to attack the objective from multiple angles, with multiple plans, instead of a small, closed map: check
- fun and meaningful gunplay thats not just cod levels of "aim and shoot": check
- open voicechat: check
- cops and robbers theme: check
i used to play other games that filled my niches, but they are really outdated for now.
im a niche gamer, i dont like FPS, battleroyale, mobas, survival games that makes you stay online all day or get your base destroyed when you're sleeping, soccer, easy hack n' slashes or classic MMORPGs, and with that, i've killed almost all popular games.
i love APB's pacing too, not too fast, not too slow, just....RIGHT

- More control over our settings in-game to remove the need for tools like Advanced APB launcher, shader edits, etc...
- More meaningful gun statistics (in-game) instead of the obscure bars we have now
- News / updates 'panel' on the login / character select screen to keep non-forum goers in the loop
- Only allowed to do ammo/weapon stuff at proper locations (ammo box or vending machine)
- Overall fixes that make the game more consistent in its feel vs "Am I going to have bad hit reg this mission?"
- Permissions system: Allow us to set permissions on our creations be they clothing or otherwise so other people can modify what they buy or obtain from other players
- Possibly dampen the sounds of people outside of your current mission slightly
- Remove green threat / hide threat all together
- Return our precious bullet tracer effect
- Revamp the 'out of bounds' system by allowing non-mission players to reach weird spots if they want to (building roofs for instance) but force a respawn on them if they are in such a spot when a mission starts
- Revisit equip times on certain weapons (I'm looking at you Silver Nano)
- Save slots for loadouts (this might make some weapon switching unfairly quick? idk!)
- Two equipment slots are still locked
idk why you want a higher ttk, but as stated beafore, it is controversial(and im in the other side of the spectrum - mantain or lower). higher ttk means its a lot harder to fight multiple enemies as one man. those multiple enemies already have a big advantage in numbers, they dont also need a tank (for more on the subject: check the division... cof... cof... ).
another controversial thing: only allowed to do ammo/weapon stuff at proper locations(this one... im not sure where im at).
sure, getting ammo from a car spawner doesnt make much sense (a car spawner doesnt make much sense eather) but its one of those "quality of life" thing, you know?.
in 2.5K hours of APB, i dont really think i ever thought "oh man, if they werent getting ammo from the car spawners we would have totally won that mission!"
but that might happend. once again, not sure if its really necesary, but controversial might be.
let me add to your list
- fix spawn points (players spawning behind other players that just spawned)
- (controversial) fix spawn points for snipers (sniper players having the enemy in sight and in range literally as soon as they spawn)
- fix door frames (nades can go through doors)
i also have some personal suggestions but i dont think people will like them / they tend to be kind of unpopular:
- give us another way to open doors, so we dont need to choose between sacrificing ourselves to the enemy fire or exploit the game... i mean "doing a really skill-based move"
- eliminate missions with something to do with cars (really, it gets ridiculus when the mission beacomes a soccer game of pioneers and spacios using the objective car as the ball, or when the whole mission is "did the attackers got to the objective first? no? use an AV/vulcano to blow up the objective and race to the next location").
- allow players to hurt players inside cars (give us a chance to not die to the guy with kevlar 3, OCA, and a rushing vegas, when the objective is in the middle of the street)

These are the behaviors that are currently distracting me and my team and pulling us away from forward movement:
- Insulting other players or group of players
- Racism
- Naming/Shaming

- Images not forum fitting
- Posting support replies/Private messages from other players
Regarding support tickets, this will take time. There are a LOT, and I mean a LOT, of support tickets right now that we are in the process of resolving - all varying from simple to incredibly complex. I understand that all of you want your tickets resolved yesterday, but we are asking for everyone to be patient and to just chill out so we can focus on resolving them asap.

are OP's symbols nazi symbols? it depends. you cant say they are not based on, but they are also modified if you check, so... are they still nazi symbols? i guess the answer to that question doesnt really matters - what the german overlords thinks does - but i dont think any of those are reading the forum right now
on top of that, as far as i've checked, the article 86 also allows the use of such symbols in art. wheater or not what OP does is art, once again, depends on who you ask.
now, i'll be curious, lets say we change the armband colour to blue and change the Reichsadler for a badger. would you be ok with the same uniform with those changes?

1) what do you mean by that? i mean - its not like people doesnt connect to the gold district because of performance issues
2) after one of the lasts jericho DDoS attacks (remember that sometimes, after a DDoS, the server loses its capability to create new districts, confirmed by matt) the gold district was active with between 25 and 35 players of each faction IRC
