oh man if it was only like that... oh wait it was like that and cheaters were making new accounts to harras newbie players... oh wait then the gold players were dethreating to silver rank purposefully on not purposefully and were jopining the silver districts...
thats not the easy fix to do in my opinion the only change that should happen is display account lifetime (played days across all characters in "J" screen where it shows you days played and kills made for the current character... its missing account total played time (connected from all characters across the account and kills across all characters) that will solve alot of problems from accusing someone of cheating when he has 20k+ hours played in the game across all characters he played
and to determine who to match with who i would suggest something like k/d/t ratio where you will have kills to deaths to tasks done ratio
aka:
kills / deaths
tasks / deaths
then add them together divide by 2
you get an average score of the player
the higher the score the the better the player looks to be and should be matched with similar players and the lower the value is he should be matched with similar players to improve on itself and not being last in match all the time with 0 kills and 0 points moving nowhere -
i would x2 the prices to spawn and change some cars to be free like jeep and other small cars from the streets like taxi one
if you are talking about vegas do you mean default vegas or 4x4 version? i would change suspension on vegas 4x4 to make it less bouncy because it looks like this car was esspecially made to be used for jumping on out of bound places you can search my nickname on YT and see where you can get using vegas or even fragile
unfortunatly i cant agree with OP about his changes about what i think to be a good change/my reasoning:
1.1 you spawn a car more then 15-20 times in 1 mission
1.2 if car spawn will cost 1000$ to spawn imagine how much missions you will need to do playing as gold player to earn cash for it just for 1 mission usage...
1.3 you earn around 3000-6000$ a match you need to pay for ammunition used in match grenades used in match cars spawned in match (and outside too)
2. the only reasonable change will be 1 spawn per 60 seconds and doubling the prices using linear function so free ones stay free and the most expensive ones get it increased x2 and the ones that cost half of the most expensive ones will get increased price by 50%
4. vegas has way too low health compared to competitors (im talking about 4x4 - cuz alot of damage comes from hitting a wall and not other players cars... while you roll around or drive wrongly on a small collision and it flips a car adding damage to it)
5. adding small damage to small obstacles and driving over npc's (small like 1-5 damage) depending how big obstacle is.6. phone booth is still bugged needs a collision redesign (remove collision from top of it allowing to be clipped through or add another collision ontop of it (cubic one) that will cover the whole phone booth and will be only respected by cars (im sure you can add a tags for colliders in unreal that can be only respected by objects with the same tags (tags like: pawn, player, hitreg, cars, etc.)
there is more problems with cars but i cant remember them from top of my head...Merged.

car spawn blocking and continuous ramming of multiple cars on the team. Not just my car.
Specifically to stop the team from getting to the point before the opp teleports there.
Report we know won't do a thing, so only thing left is to nerf the tools the cheaters use.

I really dont care, I got one more level to go for my 4th main. thats 60 levels I had to put up with
trolls n hax and that despicable water front. Just be better if just leave the game after that level.
It's all rigged, no anti cheat cuz they want the hackers. guess they somehow come up with money.
Then once I leave the hackers wont have a job, they only here to stop the legit from leveling.
I'm not buying into the scam story anymore. Lo coddles hackers and trolls that become cheaters when
they troll missions or people waiting for a mission. And LO Alllows it to go down.
They aren't watching these people, or maybe they are n getting their giggles watching em troll me.
The game is no longer worth my time.
thats more of a problem of /report and not nerfing a car...
anyway it will be great to have Passive mode added ingame so outside of mission you cant get greefed on and in mission you simply report the dipshit
(the same thing is in GTA5 online you simply enable passive mode and you cant be killed or drived on (you simply disable damage from all sources and thats it unless you yourself drive into a wall or you're awesome ingame) -

question 2 editing ini files are still ok... and thats all thats needed anything else is considered cheating (like editing shaders, deleting effects, editing map files etc.)

i could think that its a server side change for changing character id with account id and loading row using account id instead of character id but that will require alot of time to edit cuz u will need to connect all characters stats together and assign it to corresponding account id

you could easly get banned for lagging while fair fight was around (one of my friends was) - or banned because you phazed through a wall and got insta killed by the system...
but alot of GM's were abusing a ban tools to ban ppl who were killing streamers and were playing legit and so on the list go on and on... but there was also some ppl who actually done their job they were always in the game spectating its not that hard to look at 80 ppl on a district for like 10 min each and if you checked someone b4 there is no reason to check him again... (unless some drama on the district channel is unfolding xD) -
i could say this...
Alot of situations is just crap servers that cant handle 20v20 players properly or server is chooking on more then 40 players in 1 district... i saw literally my friend teleporting on my screen while on his stream he was walking smoothly and had 23-27ms ping... and 33ms to the server...
ON THE OTHER HAND: i started to look into this for some time now and i could easly say that some of those "cases" are literally cheaters that never miss whatever you do you ned to gang on them 3v1 or 2v1 if you are lucky... they prepare in advance seeing you from behind a building (im not talking about corner peaking... im talking literally through a building...) so yea...

if you want a proof go to youtube type "apb cheats" and go to filters on the right side then select "this week" you will see at last 4 videos there its most likely more then ppl make about game itself...
i will see how the halloween goes (i still can get around some of the cheaters but not multihackers all seeing mlg godlike creatures) but if it will keep happening i wont buy anything from the store anymore... (and i spent alot of $ on the store on this one account...)
i saw that LO and SARD is doing manual labor now with the bans so i would kindly recomend to enable it fully annd start with 24h banning if someone is suspicious just kick him out for a day that will ease ppl more then what is happening now... (this last lines are an idea for you to consider @MattScott thanks...)Merged.

I don't remember any manual bans that seemed unfair under Little Orbit after some context. There was one where the person claimed it was due to a symbol, but that person was extremely toxic in district chat after they were unbanned. I think the symbol was the lesser but easy to show violation. The EAC bans don't count since that's EAC, not LO. I've heard a few people claim they were forced to have a name change, but they also just happened to have drastically different looking characters afterwards, so I think they got banned and didn't want anyone to know. I also saw one of them on with the same name that they supposedly weren't allowed to have.
It is a problem that GMs are not associated with LO. At the very least, it gives other players the false sense that the GM's personal beliefs are LO's rules. At worst, the GM will show favoritism towards some players since they know them, and choose to report or not report the player when they see ToS violations.
i almost recorded a proof of geting fairfight banned for phasing through the wall (character stayed at the same location)
video was rerecorded just before a ban from fair fight (you can see there more "outrageous" glitches in the map that well. to tell you shortly are not funny to play against and are possible to be pulled off on every 4-5th missionAfter repeating what happend on the video 2 more times i was fairfaighted (all of this was done out of the mission ofc.)

to make headshots viable in this game you will need to redesign around 70% of the game - game was made for capsule collider as a damage indicator which wont work as a source of few damage indicators... how you gonna change such fundamental thing in a game... lol
imagine that capsule doesnt change when your character is smaller or bigger...Merged.

I'm glad someone remembers how (intentionally) botched the test districts were.
They were desperately trying to prove the point that current the TTK of most guns is fine
(hint: it is not and it's one of the major issue with the game's balancing)
I hope LO takes another look at this and considers making RTW (and High-TTK maybe?) test districts on OTW or Live for people to try out.
I don't have my hopes up though, as seen with the questionable choices in recent patches (Mobile Cover nerf, LRR addition, questionable COBR-A changes,...)i could agree that current guns (like 80% of the changes they made to the recoil/spread of bullets) is trash like those guns have literal no recoil now...
COBR-a was insanely accurate b4 now its a laser bun
that revolver (the quick one from a pack) jesus that was a mass murdering weapon from close and long range when it came out now its even more broken
lowering ntec bullet spread so i can almost fullauto ppl at 60m... 3 shoots wait like 0.2 sec and 3 shoots again works for most if not all ntecs (if not 3 shooting then 2 shooting with CJ3)

adding increased range by 25% to a mod is insanity in itself it broke even more guns
what i want to say is that its good if the changes are small and subtle. for example why not make "reflex 2 + cj 1" mod? or "mobility sling + hs 1 - cj 1" -> tbh this will make more variation for the guns and not just spal 1 mod on and call it a day
new issr legendary is also insane cqc weapon beats every gun if you can aim properly with it...-

I feel like this would have been fine in the early days of APB:R. However, now that everyone has gotten MUCH better (same thing I see with TeamFortress 2) it has basically no downsides to use.
Everyone has mastered the skill of aiming in APB:R nowadays, leaving very little room for weapons like STAR 556 which are aimed for newer players.
I feel like the FAR weapons, which are downright STAR 556's but with a slower firerate and more accurate fireing (the slowerfirerate also helps with recoilcontrol in a sense) should be the baseline STAR 556 of today. And maybe rework the FAR into a much faster firing STAR 556 for more CQC enviroments. Slowerfirerate STAR 556's aren't needed since the LCR version already exists.
This would shift the starter weapon into a much more comfortable, skill-rewarding position (just like the N-TEC 5) in the San Paro of today. Albeit raising the skillbar for the newer players slightly (but more difficult training yields the fastest improvements).
Giving the N-TEC 5 a little more opposition from the other F2P Assault Rifle would be an interesting theory to look at.tbf. its now about all of the weapons where recoil is significantly lower then it should be
example getting slapped by oca(and their reskins) easly on 50m range - but when you take it and try your hardest to hit player standing still at 50m range its not possible...
the same goes for other weapons...
it could be the problem of servers cuz we all saw how they work now... -

i dont know what you did past few years but somehow you made all n-tec prototypes insanely OP you cant kill anyone with other weapons if ntec starts shooting first (or there is tons of aimbotters which shouldnt be the case...)
1. n-tec preety much has no recoil (not using full auto buy tapping or double tapping or even trippe tapping depends on range)
2. adding that "new" broken mod to ntec makes it insanely op up to 100m (you can kill snipers with it easly)
To FIx:
- "improved rifling new mod" that breaks balance in game (increase recoil by 50% for all bullets not just crosshair movements)
- propably fixing the mod above will kinda fix ntec's if not then n-tec template is still to be worked on -

if vip sits in car reduce this car max speed by 50% (cause runners)

vip lifes for example will be 5
opposition lifes will be 5 * players in team (or 4 it depends on ballancing)
after vip team dies twice in a row vip loses 1 life

2v2 3v3 - will be most likely tdm and 1's or 2's carry base points and hold points
4v4 5v5 - will has vip 5's carry (amount 1) and missions from above
above 5v5 - (so that heavy missions 10v10) 5's carry with amount greater then 1(most likely 2,3), double vip(a fightclub one) -
well ghostshoots are mainly client predicting you shooted but that information didnt get into the server so server rejects the information you killed a player cause that ONE shoot didnt get delivered to the game server. There are numerous factors coresponded to this few of them: Low game FPS, high Latency, increased server latency, stutters, macro usage without knowledge how to setup it (aka 1ms clicks), high FPS and high latency, packet losses... etc and so on.

imagine what will happen what pro players will do... then will morelikely even more spawn camp you with close range weapons now.xD imagine that now you can be spawned in car that is way too close to enemies literally you can spawn ontop op enemy somehow not sure how its done yet... and insta die from car explosion cause pro player counted when the spawn wave will be and throw concusion grenade under car spawn so you gonna die on spawn (happen to me way too many times...)
Edit: you can use this car spawn as small "radar hack" of sorts to know where enemies are if you place them properly around the point and you have a team of 4 premades you can also directly talk to your teammates using voice over discord or stream your game and tell them directly where enemy is... imagine that...
