Why OTW server is empty?

This server is not much different from the usual except that OTW immediately give all the premium and ordinary items. I was wondering why there where all is free no one is.

the weapon changes that are available on otw are also available on the live test districts, where you can play on your account with your own stuff - this likely appeals more to players than having to essentially “start over” on otw, even if you get everything for free

otw also requires downloading and updating a seperate client

otw is also not up all the time

OTW as name suggest is Open Testing World. If there is nothing to test, it's down or empty. It's also more of LO playground.
