With waterfront being as unplayable as it is, most of the time the playerbase plays the Financial district and the waterfront District finds itself completly empty. With the issues being deep within the openess of waterfront and its spawnsystem, how about you let us progess waterfront contact in Financial? Or if you‘d wanted to go all out and make it nice, by using the abilty to merge players from different instances, you could let players choose to queue for missions in both or just one of the districts? I could see Little Orbit not letting people go freebies with the contact system (I think the locations are a nice charm and lore-sensitive to me), but I do think that LO should allow leveling contacts up from the other district: At the price of a [AMOUNT]% reduced Standing rate. This would still promote people to go to the other district, which results in player having a different battlefield compared to Financial and more importantly for LO: More different weapon needs.
