Re-plugging in your graphics card should solve the networking issues, or consider upgrading. This patch is instead most likely designed to fix the ntec and .45 combo.

Unfortunatelly no, the packetloss is a seperate issue we're working on fixing together with Cloudflare - We'll post updates about the issue as we implement fixes.
