It would help if you could list your hardware specifications so one can provide assistance to your issue.
What Windows version are you on? If you are on Windows 10, have you perhaps checked the "Disable Fullscreen optimizations" setting on APB.exe?
Have you tried running the game on stock settings without a config applied?

Apb is on stock settings without a config applied (Fullscreen, 1024x768)

FPS >60. Cap 128 fps
