New players can't afford high end cars due to getting lower rewards from the lower tier contacts. Max rank players will still spam high end cars like they do consumables. The arcade-y 3rd-person shooting mechanics in APB are some of the best I've played so far. Before they introduced curve mechanics, they struck the perfect spot between simplicity and complexity.
