Constant hit registry loss

I'm having a really bad hit registry in the game.

In every gunfight I'm experiencing problems with the hit registry
It happens on standing still enemies and even on vehicles,
I knew shooting a vehicle white hit markers appear so I tried shooting it from as close as possible for the hit accuracy to be 100% to see if the problem still happens,
and it did, some bullets don't show hit markers as well as sound and visual impact (didn't register) .
My internet doesn't show any problems on speed test,
My MS is stable I have 928Mbps download speed and 116mbps upload speed,
In game it shows that I have 57 - 90 latency, , Server: 33ms. and 0 packet loss, how ever it dose change to 1 packet loss for a second every large amount of time.
I also watch a lot of twitch and no one seem to have this hit registry loss happen to them.
Even my friend was blown away because he said this has never happen to him. 

Here is a list of things I tried to try and solve the problem:

reinstalling the game, installing on SSD, reinstalled Windows 10,
changed pc hardware and monitor, changed internet ISP,
changed router, changed mouse and keyboard, tried playing on a different account,
tried playing on a different server (NA Jericho), and adding a low quality config.

These are my main PC specs:
GPU: GIGABYTE GEFORCE 1080 TI TURBO 11GB
CPU: Intel Core i7-9700f
RAM: 2 Crucial 8GB DDR4 2666MHz
Monitor: LG32kg850g-b

I really love the game I've been around since 2013, and I cannot enjoy the because of this annoying problem
I know that 

if someone knows how to fix, knows what it is, what causing it, has suggestions or whatever that can help, please I would love to get your help with this problem.

one of the issues for hit reg comes from players with high ping. like BRs because you know brazil is like 500 miles from any American server

2nd issue is people like to use cheats here and 3rd comes from the fact small kids do stupid shit get banned get mad then DDOS the server making it hard to play for everyone

 

also the fact LO keeps changing guns in more then one way some issues have come up with in them. like i noticed shotguns seem to have pellets from in a right to left pattern half the time or HVR being dead on a still target and i miss and hit some poor pigeon 5 feet away there's also the issue of hitbox's not forming to models to keep one gender being better like fallen earth had which in turn makes cover 90% useless and causes you to get hit "randomly" when in fact its because a red heir might pop up because the hit box is sticking out 

 

or could be your ip provider or if in US east tends to work better then west or vice versa which can have various results on game play.

While in any district, type "/latencytest" in chat. This will run a latency test for about 10 minutes. It will output the results to "APB Reloaded\APBGame\Logs"

 

Mark down each time you get a latency spike while the test is running. When the test is done, open the file "APB Reloaded\APBGame\Logs\latencytest.csv". Check what the district ping and traceroute shows during those spikes. Most likely it's not on your end, but it doesn't hurt to confirm.

Just to prove it's not you, this is taken from the /latencytest on US_West:

 

Line 5281: 09/03/2021 19:53:01,SERVER_FRAMETIME,,,33,,Outlier Stats:,492,3

 

What that means is there was a 492ms, or almost half a second where the server did not process any information. The servers are suppose to run at 33ms, or 30 ticks per second. There's tons of these spikes throughout the log. Just a few examples from this morning on less than 20 pop server:

What number/word means what?

I would submit it to support. It will give them a better idea of where the issue is.

Same issue here. Server spikes from 33 to 35 and during this time my hits don't register and I die.
