heelruby Posted June 12, 2018 Posted June 12, 2018 I know you can achieve this just by ram raiding, but also probably by only playing in Open Conflict instances, since you won't be generating any threat (please correct me if I'm wrong).

I was in the asylum, and I saw this level T player, let's see what says the Staff. Isn't a bug, you can do that too but isn't a thing that works too for alredy exist characters. Just don't join Action Threat Districts but only Open Conflict ones, you can rank up but your symbol will never change, that works too for Fight Club.
