When will they fix the second chance ban wave if those logging to the trade banned accounts? or never

I was trade banned in 2017, and relogging into the old account made my existing new account trade locked , the same as in 2017 . This is because second chances allow players to relog into, and this happened. Is they going to fix the problem ?
