[GAME] Pedestrians/AI not reacting on police/ambulance siren

Pedestrians/AI not reacting  on police/ambulance siren same as car beeps.
May some players did notice, mainly no one care about it, but if play style as Enforcer too deep in veins sometimes mess up mission with micro maneuvers / care. (kill civil downgrading prestige level). Edited by Dahel
