My game stutters even in lobby

Hello there i play APB for years my game starts stuttering while selecting character  and it goes stuttering all the time. After new server this problem occured. my specs rtx3090 ryzen 7 9800x3d ddr5 ram my monitor is 3440x1440 and etc.

I get 1 fps all the time and do not know why can you guys help please ? thank you...
