I have the similar problem. but mine is stuttering everytime ! after this server things, when i start the game it stutters. my fps is 1 everytime not going up. my specs are rtx3090 ryzen 7 9800x3d ddr5 ram and etc.. I wanted to play again feel some nostalgia but can not play now...

Hello there i play APB for years my game starts stuttering while selecting character and it goes stuttering all the time. After new server this problem occured. my specs rtx3090 ryzen 7 9800x3d ddr5 ram my monitor is 3440x1440 and etc. I get 1 fps all the time and do not know why can you guys help please ? thank you...
