Change their DHCP query frequency to "Normal" instead of "Aggressive" From what I understand, DHCP query frequency only affects how often the router requests an IP address from your ISP when you don't have an IP assigned yet, as in during a modem or router reboot. That shouldn't affect your ability to join a district. I doubt people are clicking join district the moment their DHCP lease expires, that's if this setting affects that.
