Cant get Halloween event titles etc if district empty every time i try

[Risensoul]

How do we get the halloween titles, skins, etc. if no one is in server?  i've completed dailies and ranked up treat and trick as well as killing pumpkins but those other districts are empty so cant get those rewards?  can they be added to the districts somehow that people are in to earn?
