In the other post you mentioned this file "C:\Windows\SysWOW64\rlls.dll".  being blocked.

 

What anti virus software are you using and can you scan the rlls.dll to see what happens.

This may be some kind of spyware / virus.

Try to delete the rlls.dll file.

 

If you cannot or Windows states the file is in use, it may be part of a program / process running <again spywayre.

 

Have you ever tried malwarebytes? <spyware remover.
