Since game having low popilation, its hardly to progress rank. For example; when u complete all the financial contacts and have to go for waterfront but there is no players.

Hello, I have returned to the game after 2 years of inactivity. I decided to make a new account because I did not want to play against high-rank players. I enter the bronze district and there are like 5 people under rank 150...the rest are all around 255 with legendaries and mods....
